The preparation process towards Habitat III includes the elaboration of 22 issue papers and the creation of 10 policy units. These issue papers are summary documents that address one or more research areas, highlight general findings and identify research needs on topics related to housing and sustainable urban development. The 22 reports offer an analysis of specific topics of interest for the debates programmed at the Conference.
The UCLG Committee on Decentralisation and Local Self-Government has been involved in the discussion and production process for the report on urban governance (issue paper 6: Urban Governance), which contains recommendations on the need to develop decentralisation processes further and incorporate all relevant actors in creating the new Urban Agenda.
These reports are produced by the United Nations Task Team for Habitat III, a team of UN agencies and programmes and various experts and organisations related to different fields. In addition, 10 policy units bring together high-level expertise and explore the state-of-the-art research and analysis, identify best practices and lessons learned and develop recommendations on particular issues regarding sustainable urban development.
